It expresses

(b)commands :You are to be back by 10 o clock
(c)contingent future :If he is to succeed , he must work harder
BE ABOUT TO +INFINITIVE
This construction expresses near future ,ie. imminent fulfilment ;
The taxi is here and we are about to leave
Be......to may enclose other items such as shortly or soon to provide a means of future expression ;with other itema again (bound , liable, , certain , (un)likely) , future expression is overloaded with modal meaning , as
He is certain to address the meeting ( = it is certain that he will adress the meeting)
