The environmental management system ‘industry’ has its experts – trainers, consultants, auditors and certification bodies – and they generally take for granted that the clients they deal with have at least as much understanding about EMS development as they have. During the training, consultancy or auditing process, there will be gaps in the knowledge of the client and errors in the implementation processes. That is why such experts are used by clients and called in to assist.

The 2006 ‘renewed’ EU Sustainable Development Strategy (SDS) calls for the European Commission to monitor the progress of the EU against the challenges laid out in the strategy and specifically to draw up a comprehensive set of Sustainable Development Indicators (SDIs). It specifies that these SDIs ‘are to be developed at the appropriate level of detail to ensure proper assessment of the situation with regard to each particular challenge.’ In order to address this requirement Eurostat has developed a set of SDIs, along with the help of a group of national experts known as the Task Force on Sustainable Development Indicators. A first set of indicators was adopted by the Commission in 2005 and then updated in 2007. However, development of this set of SDIs is ongoing and the work of the Directorate General (DG) for Research is to contribute to this process through the EU Framework Programmes (FPs) for Research and Technological Development. This report was commissioned by DG Research to assess the main FP6 and selected FP7 projects (and latest work programmes) which have examined (or refer to) indicators supporting the renewed SDS in order to identify trends and gaps in the research agenda and produce recommendations on further research in light of activities and uses of indicators within the EU and beyond. The report includes a review of over 40 such research projects selected because, either as a part of their work or as the main focus of their work, they develop indicators which are relevant to measuring progress on the SDS. These projects are mainly FP6 projects for which information on results is readily available but, where possible, relevant FP7 projects in their early phases have also been included.

It is increasingly recognized, in public discussion and political discourse, that many of the practices and lifestyles of modern society – particularly but not exclusively industrialized society – simply cannot be sustained indefinitely. We are exceeding the capacity of the planet to provide many of the resources we use and to accommodate our emissions, while many of the planet’s inhabitants cannot meet even their most basic needs.

This report from the European Foundation for the Improvement of Living and Working Conditions aims to bring together the findings of nine national studies on professional education and training for sustainable development in industrial SMEs which were commissioned by the Foundation over the last two years.1 The studies cover the following EU Member States: Belgium, Denmark, France, Germany, Italy, Netherlands, Spain, Sweden and the UK. Most of the national studies adopted a combined approach involving some desk research along with case studies to obtain a more detailed understanding. The case studies were based on the following industrial sectors: • speciality chemicals; • food and drink; • printing.

This project has created and demonstrated the use of a framework for understanding and implementing an organization’s sustainability vision and strategy. This study was based on the operations and facilities of the Washington State Department of Ecology in Lacey, Washington. Its approach has been consciously designed to be applicable to a wide range of other organizations, both public and private.
