Financial affairs department has been created in the university presidency since its foundation in 25-4-1991.
It relates to the assistant rector office of the administrative and financial affairs.
It has the responsibility of implementation of the financial expenditure for the requirements of the colleges,
depts., and centers of the university presidency where expenditure is done centrally according to the normal
balance forms of the university.

Financial affairs department involves the following :-
- Section of normal balance bookkeeping : It dose the following jobs.
- Distributing of Financial balance of the colleges, university presidency, its centers, sections and depts. which belong to the university presidency.
- Increase of credit and spending according to what is available of the financial specification for every form.
- Spending implementation of the financial treatments which relate to the university presidency and colleges.
- Increase enough cash for the purpose of covering the above expenses.
- Preparing of monthly tables of the current account and corresponding of the bank accounts.
- Preparing of the normal current balance for each of: higher studies, scientific research, and home compartments.
- Higher Education Fund Bookkeeping Section:
Such a fund as founded in 1999 as per to the higher education fund instruction in the Ministry centre and its institutions No. 122.
Its imports are of the self activities of the university and higher colleges. The fund profits are as follows:
- Half of the percentage specification for the university is form the imports achieved according to the article (A) from the material (13) of the university service law No.142 for the year 1976 which involves the imports achieved from the cooperation mechanism between the higher education establishments and the rest of ministries and offices unrelated to the higher education and scientific research.
- 10% of the night studies fees in colleges as per article (4-2) of the decision No. 148 for the year 1996.
- 15% of the interests achieved by application of the decision 160 in 1985 bout the failure fines for the students.
- Consultative offices imports according to the valid legislations.
- Imports resulted from the university services and activities. From which series of computer centre and continuous education.
- Profits achieve by means of investment of the university movable property and real estate representing the imports achieved by renting clubs, kiosks, squares and internet halls.
- 15% of the profits achieved via the investment of the personal estate and real one belonging to the colleges of the university.
- Gifts, presents, and donation as per reliable legislations and regulations.
- Central Store Administration Section:
Cards of this section have the job of insertion and removal of all the materials, apparatus, furniture, and other requirements and writing down them in the store records and completing of all annual inventories and agreements and administration of assets in the section, depts. , and centers belonging to the university presidency , besides its work with the sixteen colleges by means of supplying with and stationary.
- Iraq Financial Management System:
This section works according to anew system links all the financial affaires with the ministry of finance centrally and with all the state office. It also links the ministry of finance with the central bank in order to control gifts, loans granted to Iraq.
- Section of investing plan bookkeeping and construction Campaign:
Following are the jobs done by such section:
- Holding of all the investing plan records and preparing of monthly tables concerning the investing projects.
- Arranging of the spending documents concerning all the projects and stipulation documents.
- Holding of construction campaign records and observing of the works of the campaign.
- Spend from projects specification concerning the investing plan according to the reliable and ratified specifications.
